Plaintiff Carlos M. Ruiz (“plaintiff’), proceeding pro se, brings this action under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., alleging that the U.S. Department of Agriculture (“USDA”) discriminated against him on the basis of his Hispanic national origin while he was employed as a Computer Assistant at the USDA’s International Institute of Tropical Forestry in San Juan, Puerto Rico.
