In this suit, Unitrac, LLC (“Unitrac”) alleges that the United States (the “Government”) has made unlicensed use of its patents. Pending before the Court are two related motions filed by the Government and Northrop Grumman Systems Corp. (“Northrop”) (collectively, “Defendants”). The Government’s motion is styled as a “motion for summary judgment, or in the alternative, to dismiss,” (Docket No. 41), while Northrop’s motion is styled simply as a motion to dismiss.
