Plaintiff, Martin Marietta Energy Systems, Inc., seeks a declaratory judgment pursuant to the Declaratory Judgment Act, 28 U.S.C. §§ 2201 and 2202, to clarify its obligations, if any, under an order of the Industrial Commission of Ohio (“the Commission”), defendant herein, issued on May 8, 1992 in Ohio Worker’s Compensation Claim No. 89-15905.
