I. INTRODUCTION

The plaintiffs, Autozone Development Corporation and Autozone Stores, Inc., bring suit against the District of Columbia, the National Capital Revitalization Corporation (“NCRC”), and Naylor Road, LLC (“Naylor Road”) (collectively, “the defendants”) for allegedly violating the Takings Clause of the Fifth Amendment.
