MEMORANDUM OPINION

JOHN D. BATES, District Judge.

Plaintiff George R. Hughes brings this action against Wells Fargo Bank (“Wells Fargo”) alleging violations of the D.C. Consumer Protection Procedures Act (“CPPA”) and seeking to quiet title to his primary residence after refinancing his mortgage. 1 Hughes alleges that Wells Fargo provided him financing on unconscionable terms and misrepresented material facts.
