On September 21,1996, Chad E. Garrard was at home caring for his nine-year-old stepson, Tyler Close, and his three-year-old daughter, Summer.

Garrard has a history of mental illness and substance abuse. He also has a lengthy “rap sheet” of juvenile and misdemeanor convictions, including a conviction for domestic violence against his wife, for which he was on probation at the time of this crime.
