The Housing Authority of the city of Seattle, with appropriate site approval from the Seattle City Council, 1 is proposing to construct a 300-unit apart ment building for disabled or retired elderly persons of low income, to be known as Jefferson Terrace. The structure, if built, will be located at the corner of 8th Avenue and Jefferson Street in the First Hill area of the city, where traffic is somewhat congested due to existing business, residential, and hospital facilities.
