Conrad A. Jasper pled guilty to one count of conspiracy to distribute and possess with the intent to distribute cocaine base in violation of 21 U.S.C. § 846 and 18 U.S.C. § 2. The district court 2 held a hearing on Jasper’s objection to the assessment in the Pre-sentence Report of a three-level enhancement of his offense level for being a manager or supervisor of a criminal conspiracy, pursuant to United States Sentencing Guidelines (U.S.S.G.) § 3Bl.l(b).
