Christopher Todd Drapeau pled guilty in the United States District Court for the District of South Dakota to the unlawful making of a firearm, in violation of section 5861(f) of the Internal Revenue Code, 26 U.S.C. § 5861(f) (1994). During sentencing, the district court enhanced Drapeau’s sentence under several provisions of the United States Sentencing Guidelines (U.S.S.G.), including U.S.S.G. § 3A1.2(a) (1995) (status of victim as a government official); U.S.S.G. § 3Bl.l(a) (1995) (being a leader of a criminal activity involving five or more participants); and U.S.S.G.…
