Plaintiff, Robert L. Taylor, who appears pro se, is an employee of the Department of the Army at Tripler Army Medical Center in Honolulu, Hawaii. He alleges in his complaint here (plaintiff initially filed in district court) that the Army improperly categorized his position as a General Schedule (“GS”)-5 Decedent Affairs Assistant when it should have been categorized as a GS-9 Casualty Affairs Coordinator/Officer.
