OPINION AND ORDER ON DEFENDANT’S MOTION FOR SUMMARY JUDGMENT

WHEELER, Judge.

Plaintiffs allege that the Government has taken their businesses and goodwill, as well as money they advanced as part of an Internal Revenue Service sting operation, without just compensation. As a result, they claim the Government owes them over $2.6 million in damages. Plaintiffs’ claim largely hinges on the IRS’s revocation of an Electronic Filing Identification Number (“EFIN”), which they claim forced them out of the tax preparation business.
