Another insurance company has come to this Court seeking payment from the Government under the Patient Protection and Affordable Care Act of 2010 (“ACA”). Plaintiffs Molina Healthcare of California, Inc. and its other state affiliates (“Molina”) offer health insurance plans through the Health Benefit Exchanges (“Exchanges”) created under the ACA.
