RAGGI, District Judge:

Plaintiff Brooklyn Bridge Park Coalition (“the Coalition”), a not-for-profit corporation comprised of approximately sixty civic associations, brings this action to challenge the decision of the Port Authority of New York and New Jersey (“the Port Authority”) to lease Pier 3, a pier and warehouse located on the Brooklyn waterfront, to the Strober Organization (“Strober”) for use as a building supply facility and corporate headquarters.
