On' December 7, 1920, the county engineer submitted to the board of supervisors, in writing, state*361ment and recommendation in substance as follows: That, the board having approved plans for Federal Aid Project No. 83, prepared by the Iowa highway commission, and having advertised for bids for the construction of roads as shown thereon, it became necessary to secure right of way required; that, acting under the provisions of Sections 1527-rl to 1527-r7, Supplemental Supplement, 1915, he recommended the expediency and advisability of changing the location of roads in accordance with said…
