The State of Hawaii acting through the Prosecuting Attorney. of the City and County of Honolulu prays that a Writ of Prohibition issue to halt proceedings in the Matter of John Doe (Doe or the minor), born December 15,1964, now pending in the Family Court of the First Circuit to determine whether the minor is a law violator. Its petition to this court seeks also to expedite the appeal of an earlier order denying the State’s petition for waiver of family court jurisdiction over the minor to enable criminal proceedings to be brought against him.
