LEVI, District Judge.
This case arises from a long-standing dispute between the Glenn-Colusa Irrigation District (the “District”) and federal and state authorities responsible for the preservation of marine life. The National Marine Fisheries Service (the “Service”) brought this action to protect the Sacramento River winter-run chinook salmon (the “winter-run salmon”), a species designated by the Secretary of Commerce as threatened under the Endangered Species Act.
