Introduction

The allegations in this complaint are repugnant and chilling. Plaintiffs, a black Federal Bureau of Investigation (“FBI”) agent and his wife, charge that FBI field agents and supervisors for more than three years committed or condoned frequent acts of racial harassment against them. This harassment allegedly included hate mail, obscene phone calls, assault and battery, death threats as well as threats of castration, mutilation, sodomy, and rape, and the use of pictures and defaced photographs (including a photograph of plaintiffs’ children)…
