Plaintiffs Timothy Flinchum, Vanessa Flinchum, and J.M.F.F. allege that the defendants violated their constitutional rights by failing to properly investigate the death of a family member, Jordan Flineh-um, and by failing prosecute the individual who caused his death. [Record No. 1] They also assert state law claims arising out of the same alleged misconduct.
