This is an appeal from a final order of the Texas Public Utility Commission (the “Commission”) dated November 30, 1987, which established electric rates for West Texas Utilities Company (“WTU”). See Tex. Public Util. Comm’n, Application of West Texas Utilities Company for Authority to Change Rates, Docket No. 7510, 14 Tex.P.U.C.Bull. 620 (Nov. 30, 1987) (“Docket 7510”).
