This is an appeal on questions of law from a judgment and sentence of the Municipal Court of Toledo, affirmed on appeal to the Common Pleas Court of Lucas County iy a panel of three judges concurring, convicting the defendant, appellant herein, on a charge of unlawfully operating a notor vehicle on the streets of the city of Toledo without a proper driver’s license, in violation of the Toledo Municipal Code, Section 29-9-1, Article IX, which provides:
