A group of local phone companies (known as “local exchange carriers,” or “LECs”) seek review of an order of the Federal Communications Commission (“FCC” or “Commission”) holding them liable for violating the unreasonable charge provisions of 47 U.S.C. § 201(b) (1994). The violations occurred when the LECs wrongfully imposed so-called End User Common Line (“EUCL”) fees on certain “independent payphone providers” (“IPPs”).
