This is an original petition for writ of mandamus brought by five members of the Illinois Bar; the respondents are the Auditor, Treasurer, Attorney General and Director of Public Safety of the State of Illinois. Petitioners were appointed in the trial court to represent four indigent inmates of the Illinois State Penitentiary located in Randolph County. The four prisoners were indicted for the alleged murders of three prison guards in the course of a riot that occurred at the prison.
