The Arkansas State Racing Commission (“the Commission”), appeals the January 11, 2001, decision of the Crittenden County Circuit Court reversing the Commission’s order that affirmed the order of the South-land Greyhound Park Board of Judges (“the Board”) redistributing the winner’s purse from the eleventh race at Southland Greyhound Park (“Southland”) on May 31, 1997, because of a violation of the rules prohibiting drugs.
