Plaintiffs appeal as of right from an order for declaratory judgment granted by the circuit court in favor of defendant. We affirm.

At issue is a challenge to a City of Detroit ordinance. Under the ordinance it is unlawful to sell or transfer, or act as a broker for a sale or transfer of, a one- or two-family dwelling unless a valid certificate of approval is tendered to the purchaser or transferee at the time of sale or transfer or unless one of the exceptions detailed in the ordinance is met.
