—The petitioners herein by this proceeding seek from this court a writ of mandate directed to the respondent, the Secretary of State, commanding him as such public officer to publish certain notices which petitioners claim respondent is by law required to publish by virtue of certain proceedings set forth in the petition herein, which proceedings were taken under the authority of, and in compliance with, the provisions of a certain act of the legislature providing for the incorporation, organization, and management of bridge and highway districts.
