Oja appeals the November 22, 2002, order of the Merit Systems Protection Board (“Board” or “MSPB”), which adopted the initial decision of the administrative judge (“AJ”) that denied Mr. Oja’s petition for enforcement of a settlement agreement: between him and the United States Army Corps of Engineers (“agency”).
