TURNER, Judge.

This case involves a contract for the termination of milk production entered into between plaintiffs, Frank and Connie Simons, and Commodity Credit Corporation (CCC), an agency of the Department of Agriculture (USDA), pursuant to the Dairy Termination Program, one of a series of milk price support programs. See 7 U.S.C. § 1446(d)(3)(A)(i); 7 C.F.R. §§ 1430.450-.470.
