MEMORANDUM OPINION

The plaintiff, a retired Florida Army National Guard (“FLARNG”) officer, brings this action under the Administrative Procedure Act, 5 U.S.C. § 701 et seq. (2000), seeking review of a decision issued by the Army Board for the Correction of Military Records (“ABCMR” or “Board”) for alleged violations of the United States Constitution, United States military regulations, and federal statutory law.
