I. INTRODUCTION

This civil rights action arises from child support proceedings in the Court of Common Pleas of Lawrence County, Pennsylvania between pro se Plaintiff Lynn A. Van Tassel (“Plaintiff’) and her former husband, Defendant Arthur R. Van Tassel (“Defendant Van Tassel”).
