This is a consolidated action brought by twenty-nine school teachers. Four causes of action are alleged. The first cause of action sets forth that the board of education of the city of New York illegally purported to amend a by-law of said board, resulting in the reduction of prior service" credit to withdrawn teachers applying for reinstatement. A teacher is with*290drawn when he resigns from the service. The plaintiffs seek a declaration of the invalidity of said by-law.
