This appeal stems from a judgment against the City of Weatherford, Texas (“the City”), in favor of former employees Kevin and Kelli Catron. In five issues, the City complains that Kelli Catron failed to meet mandatory pre-suit grievance requirements, that the Catrons’ claims based on the reports of sexual harassment were preempted, that the evidence is legally or factually insufficient to support the verdict, that the trial court erred in defining “appropriate law enforcement authority,” and that the attorney’s fees awarded were excessive.
