Allegheny Ludlum Corporation (“the Company”) manufactures specialty steel products at several sites in Western Pennsylvania. The United Steelworkers of America, AFL-CIO-CLC (“the Union”) represents the Company’s production employees, but no union represents the Company’s salaried employees.
