This is another controversy in which a Board of Contract Appeals has dismissed as untimely an appeal from a contracting officer’s decision, and relief is sought from this court. In 1968 plaintiff Monroe M. Tapper and Associates agreed with the then Post Office Department to construct and lease to the Department a Post Office and Vehicle Maintenance Facility in Worcester, Massachusetts.
