The plaintiffs, Bill and Kathy Frazier d/b/a Yacht Basin Marina, entered into a concessions lease with the Department of the Interior, Bureau of Reclamation (“Bureau”) for the operation of a marina at the Yacht Basin Marina Concession Area of the Canyon Ferry Reservoir located near Helena, Montana. The Fraziers filed a Complaint in this Court1 alleging, inter alia, that the defendant United States (“Government”) breached the lease causing them to lose profits.
