FINDINGS OF FACT

This case addresses Case Number 15-1501 and Case Number 15-1200 filed by pro se . plaintiff Julian R. Hood in the United States Court of Federal Claims. Mr. Hood filed his complaint in Case Number 15-1200 on October 15, 2015. Less than two months later, on December 11, 2015, Mr. Hood filed a second, similar complaint in Case Number 15-1501, which appears to arise from the same set of facts as Case Number 15-1200.
