Julian R. Hood, Jr. (“Hood”), proceeding pro se, appeals from a final decision of the United States Court of Federal Claims dismissing his complaint in Case Number 15-1200 and his complaint in Case Number 15-1501 under Rules 12(b)(1) and 12(b)(6) of the Rules of the United States Court of Federal Claims (“RCFC”).
