OPINION

CAPPY, Justice.

This opinion is filed- in support of the per curiam order of this court dated February 15, 2002. That order dismissed the state constitutional law claims raised in JoAnn Erfer and Jeffrey Albert’s Petition for Review.

This matter concerns the General Assembly’s plan redrawing federal congressional districts to comport with the results of the 2000 Census. See Act No. 2002-1 (“Act 1”). JoAnn Erfer and Jeffrey Albert (“Petitioners”) filed a Petition for Review with the Commonwealth Court on January 10, 2002, raising federal and state constitutional law challenges to Act 1.…
