This case is before the court on appeal from a judgment of the Lucas County Court of Common Pleas affirming the order of the staff hearing officer that plaintiff-appellee, Louise Montalvo, is entitled to participate in the Ohio Workers’ Compensation Fund. In particular, the trial court granted the summary judgment motion of defendants-appellees, Sandra H.
