WIDENER, Circuit Judge.

Plaintiff John D. Reyes appeals the district court’s grant of summary judgment to the City of Lynchburg (“the City”) on Reyes’s 42 U.S.C. § 1983 claim. Reyes sought nominal damages under § 1983, an injunction against future enforcement of the City’s parade ordinance, and a declaration that the City’s parade ordinance was unconstitutional on its face and as applied to him.
