MANION, Circuit Judge.
Beginning in 1982, Liutauras Dargis was employed as a correctional officer with the Cook County Sheriffs Office. In February 2000, Dargis suffered a stroke while on duty. When Dargis attempted to return to work in July 2001, the Sheriffs Office declined to reinstate him due to physical restrictions imposed by Dargis’s physician, placing him instead on leave without pay.
