MEMORANDUM OPINION
BRADEN, Judge.
■ This government contracting case raises an important issue concerning the scope of the Federal Acquisition Regulation (“FAR”) “Rights In Data-General” Clause that neither the United States Court of Federal Claims nor the United States Court of Appeals for the Federal Circuit has had an occasion to consider. Since 1987, civilian federal contracts have included a standard “Rights In Data-General” Clause, which provides the federal government (“Government”) with virtually “unlimited rights”1 in technical data and computer software.
