*251 Oakland County objected to the Legislature's amendment of an act creating the Michigan Indigent Defense Commission (the MIDC Act), giving authority to the executive branch, through the Department of Licensing and Regulatory Affairs (LARA), to set standards for attorneys appointed to represent indigent clients.
