Plaintiffs-appellants Alicia M. Pedreira, Karen Vance, and several Kentucky taxpayers 1 appeal the district court’s dismissal of their claims against defendantsappellees Kentucky Baptist Homes for Children, Inc. (“KBHC”); Ishmun F.
