By a contract made in 1942, Granville Moore obtained certain rights in connection with the exploration and development of a gold mining .property. After less *624than a year, the federal government ordered the suspension of all operations of that kind. Later Moore commenced the present action for declaratory relief, asserting that a dispute had arisen concerning the construction of the terms of the contract relating to the responsibility for the cost of maintaining the property during the time the order is in effect.
