Enis Pinar, a Federal Aviation Administration (FAA) police officer in the Public Safety Division at the Washington National Airport (WNA), appeals the district court’s order granting the defendants’ “motion to dismiss, or in the alternative, for summary judgment.”1 Pinar brought this suit against Elizabeth Dole, Secretary' of the.
