MEMORANDUM
McCUNE, District Judge.
The following is written to comply with Rule 52 following a nonjury trial during August and September of 1980.
Plaintiff, in its complaint, mounted a broad attack on the 1978 amendments to the Federal Insecticide, Fungicide and Ro-denticide Act, 7 U.S.C.A. §§ 136 — 136y (1980), as well as certain regulations pro mulgated in 1979 by the Environmental Protection Agency (EPA) to implement the 1978 amendments.
