Plaintiff, a producer of specialty chemical products, challenges the constitutionality of the 1978 amendments to the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), 7 U.S.C. §§ 136-136y. FIFRA regulates the distribution and marketing of pes ticides by requiring any prospective supplier to obtain a registration for its pesticide from the Environmental Protection Agency (EPA).
