¶ 1. The Landings, LLC, et al. (the landowners) appeal from an order dismissing their appeals under Wis. Stat. § 32.05(H) 1 from condemnation proceedings brought by the City of Waupaca. The circuit court held that it lacked jurisdiction over the City because the notices of appeal served on the City were not authenticated, a requirement of Wis. Stat. § 801.02(1). The court's view that notices of appeal must be authenticated in § 32.05(11) appeals is a reasonable interpretation of the statutory scheme.
