MEMORANDUM OPINION

JOHN D. BATES, District Judge.

Plaintiff Becky Roberts, an active duty officer in the United States Navy, brings this action against the United States of America, the Secretary of the Navy, Ray Mabus, and the Chairman of the Board for Correction of Naval Records (collectively “defendants”). She alleges that her superior officers made several erroneous promotion recommendations that prevented her timely promotion to a higher rank.
