PETERS, J.

General Statutes § 52-5841 is the statute of limitations that governs negligence actions arising out of injury to person or property. It bars tort actions once two years have elapsed between the time when “the injury is first sustained or discovered or in the exercise of reasonable care should have been discovered . ...” To apply the statute in any particular case, we must determine the time when an injured person has suffered an actionable harm.
